The first local Association of Industrial Engineers was that of Madrid in 1861, followed by Barcelona in 1865. In 1887 the National Association of Industrial Engineers (ANII) was created, to which all the local associations existing in 1889 adhered. The ANII was organized by groups with economic autonomy and their own regulations. In 1919, the ANII's Superior Board was formed by 13 representatives: Madrid 6, Barcelona 2, Bilbao 2, Valencia 1, Santander 1 and Seville 1 and in 1905 the five existing National Associations of Engineers (Agronomists, Roads, Industrialists, Mines and Forests) founded the Institute of Civil Engineers of Spain by a happy initiative of the industrial engineer Pablo Cáceres de la Torre, Baron de Yecla, who was its first president.
