RESUMEN
Transcurridos diez años de la promulgación de la Ley 31/1995 de Prevención de Riesgos Laborales, seguimos viendo que los accidentes de trabajo son triste actualidad por la gravedad de las consecuencias y el elevado número de sucesos. Recientemente se han promulgado disposiciones como el RD
604/2006 por el que se modifican el RD 39/1997 por el que aprobó el Reglamento de los Servicios de Prevención y el RD 1627/1997 por el que se
establecen las disposiciones mínimas de Seguridad y Salud en las obras de construcción, que junto con la Ley 54/2003 de reforma del marco normativo
de la Prevención de riesgos laborales (Ley 31/1995 y Ley de Infracciones y Sanciones del Orden Social), tienen como objetivos, entre otros, introducir de manera clara y contundente la obligación, hasta las reformas indicadas más implícita que explícita, de integrar la prevención de riesgos laborales en el sistema general de gestión de la empresa, tanto en el conjunto de sus actividades como en todos los niveles jerárquicos de la misma, mediante el establecimiento de políticas, objetivos y metas, y todo ello a través de la implantación de un Plan de Prevención que debe recogerse documentalmente.

PROFESSIONAL RISKS PREVENTION: A PENDING SUBJECT (PART I)

ABSTRACT
Ten years after the promulgation of the law 31/1995 of Prevention of Laboral Risks, we can still see that work-related accidents are unfortunately
current affairs, due to the seriousness of the consequences and the high number of cases. Provisions like RD 604/2006 have been recently romulgated, modifying this way the RD 39/1997, which approved the regulations of Prevention Prevention Services, and the RD 1627/1997,
which established the minimum security and health provisions in building works, that, together with the Law for the reform of the regulation
frame for prevention of laboral risks (Law 31/1995, and Law of Infringements and Sanctions of the Social Order), have as their aim, among others,
to introduce in a clear and forceful way the obligation in the mentioned reforms, and integrate the prevention of laboral risks in the general management system of the enterprise, both in the whole scheme of its activities, and all hierarchical levels of it, through the establishment of rules,
goals objectives, and all of it by means of the implantation of a Prevention Plan, which should be kept well documented.
