The cholera epidemic of 1885 prompted the Bilbao City Council to consider a solution for the elimination of dirty water, calling for a competition in 1891 which was won by the civil engineer Recaredo de Uhagón y Vedia with the proposal "Mens sana in corpore sano". Bilbao had 64,000 inhabitants when the final project was presented in 1894. The sewerage would be separate, building a new network exclusively for dirty water that would be made up of three collectors that would carry the water to a large 12,000 m3 capacity tank located in Elorrieta-Zorrotzaurre, on the right bank of the Nervión River (Deusto).
