This study arises from Hydrology fieldwork in measuring water flows in rivers and canals [1]. For traditional flow calculation [2] [3] usually a windlass hydrometer with graduated bar, tachometer, metric tape, sheet of paper and at least two operators are used. The obtained data of speed, feathering and lengths are written down on this page. Once in the office, the operator proceeds through a computer program to introduce these data, and other information of capacity. The program then calculates the flow rate obtained and issues a report.
